David Weiss
David Weiss is the current Executive Director of the Energy Solutions Center,
after completing 2 ½ years as Executive Director of the Industrial Center.
Prior to his arrival at the Industrial Center, he served as the State Technology
Coordinator for Maryland, seeking to recruit technology companies to Maryland
and linking them with technical, financial, and business resources that would
increase the likelihood of successful technology commercialization. He also worked
for the Virginia Center for Innovative Technology as the Director of Environment
and Energy, again helping companies to successfully develop and commercialize
new technologies and developing industry-wide strategies for enhancing the growth
and competitiveness of Virginia’s environmental and energy industries.
Dave worked on
Capitol Hill for 10 years, serving as the Staff Director of the House Subcommittee
on Energy and Environment, and working on the personal staffs of two Members of
Congress. He has a BS in Environmental Science from the University of Wisconsin
and a MS in Environmental Engineering from Purdue University.

Richard
Biljetina
Richard Biljetina serves as Director of Energy Technologies at the Energy Solutions
Center, focusing on distributed generation, combustion and engine driven air compressors.
He previously held a number of key positions at the Institute of Gas Technology.
He has over 30 years of program management, engineering, product development,
and commercialization experience in energy-related areas, including power generation,
energy utilization, gas production, environmental control technologies, and distribution
systems. He has provided consulting services to utilities, state and local agencies.
Rich has his undergraduate degree in Chemical Engineering from the Illinois Institute
of Technology and an MBA from the University of Chicago.

Eric
Burgis
Eric Burgis serves as the Director for Commercial and Residential Markets for the Energy Solutions Center (ESC). He manages several Residential and Commercial Consortia that are comprised of multiple natural gas utilities and equipment manufacturers. These consortia work to create sales and marketing tools to increase awareness for energy efficient natural gas fired technologies. Eric works with various aspects of ESC’s communication strategy for outreach and awareness through print and electronic media. Eric is involved with the planning, coordination and execution of several industry meetings each year. In addition, Eric acts as a technical support person to 46 gas utilities that are members of the ESC.
Prior to ESC, Eric spent 13 years with Philadelphia Gas Works, and was a member of their Executive Staff. He held management positions in Operations, Sales & Marketing, and Strategic Planning.
He holds a BS in Electrical Engineering from Drexel and a Master of Management-Business Administration from Penn State. He is a Certified Energy Manager as well as a Certified Business Energy Professional.

Warren
Willits
Warren Willits serves as Director, Industrial Technology for the Energy Solutions
Center, focusing on food processing, heat treating I-R paper drying and non-traditional
revenue programs. He previously held various positions within the sales and marketing
departments at Dominion East Ohio including Manager, Business Development . He
has 31 years of program management, product development, and commercialization
experience in energy-related areas, including plastics, power generation, energy
utilization, and engine-driven technologies. Warren holds an undergraduate degree
in Business Management and an MBA in Systems Management from Baldwin Wallace College
in Berea, Ohio. He holds a CIGC degree from the Institute of Gas Technology and
is a member of the American Gas Association Hall of Flame.

Jennifer
Couto
Jennifer Couto serves as Manager, Contracts and Meetings for the Energy Solutions Center. Jennifer
is responsible for planning ESC’s meetings, contract administration, and
general membership services. She has over 10 years experience in event planning
and meeting management. She obtained her BS in Business Management from University
of Maryland.
